I will be putting together a new keeper league starting next season.
24 teams with 15 man rosters. You will be able to keep all 15 players. We will be using a salary cap system for team payroll as well as for trading purposes.
This will be a highly competitive league where daily participation will be required.
We currently have about 12 spots remaining to be filled.

The following are the Rules for the Universal League of Champions.
The Universal League of Champions will begin play in the 2015-2016 season as a 24 team keeper league. Our season will consist of 61 regular season games followed by three, best of seven, playoff rounds.
Draft
Our initial 15 round draft will begin 14 days following the league being filled by the 24th owner signing up. The initial draft will be in random order selected by the Sports.ws system.
All future drafts will consist of two rounds beginning the 2nd Saturday of October. Non-playoff teams will select first with the first three picks being determined by a draft lottery. The remaining non-playoff teams will then select in order of record with average team score as a tie breaker. Playoff teams will then select in order of record with average team score as a tie breaker.
Lottery
The lottery will consist of all non-playoff teams. Non-playoff teams will be ranked according to record. Using the following site

The following odds will be used to select the first three picks in the lottery. Following the first three picks the remaining teams will be listed in order of their record, average team score used as a tie breaker.

Rosters
During the season teams will be allowed to carry and keep as many as 15 players. League scoring will only count the first 12 players listed in your lineup. Players above the 15 player limit will be dropped at the next game deadline
Trading
The trading window will begin 14 days prior to our draft and end 30 days prior to the first game of our playoffs.
Teams may agree to trades outside the trading period however the trades do not become official until the trade restrictions have been lifted.
Teams are restricted from trading away future first round draft picks in consecutive years.
There are no restrictions on trading 2nd round draft picks.
Teams may only trade draft picks up to 3 drafts into the future.
The commissioner reserves the right to void a trade.

Salaries of traded players must fall inside the following parameters.
Outgoing salary --- Maximum incoming salary
$0 to $9.8 million --- 150% of the outgoing salary, plus $100,0002
$9.8 million to $19.6 million --- The outgoing salary plus $5 million2
$19.6 million and up --- 125% of the outgoing salary, plus $100,000
Playoffs
8 total teams will make the playoffs, the 4 division winners as well as the next two teams in each conference with the best records. Total average points will be used as a tie breaker.

Our league will have a minimum and maximum salary cap. Our league’s minimum salary will be the same as the NBA’s salary cap announced by the NBA each July. The salary cap for the 14-15 season was set at $63.065M. Our league’s maximum salary will be the same as the NBA’s luxury tax cap, the luxury
for the 14-15 season was set at 76.829M.
Teams may not exceed our league salary cap during our regular season and playoffs. Teams over or under the league salary cap will have until the next games to adjust their roster to fall within the league’s salary parameters.
Expansion
Expansion will be limited to two additional teams each season pending approval of 2/3’s of current team owners.
If expansion is approved by a league vote prior to the start of the season, all owners will have from the conclusion of our playoffs until May 1st to submit an 8 player protected list.
The expansion draft would take place the first Saturday in June.
All remaining players on rosters as well as current available free agents will be available for selection in our expansion draft.
Current teams may not lose more than one player during our expansion draft.
Current owners may also offer draft picks to protect their unprotected players from being selected.
Expansion teams will each select a 15 player roster from unprotected players and available free agents.
The first expansion owner to accept an invitation to the league will get the option of the 1st pick in the expansion draft or the 4th pick in the fall rookie draft.

The ULoC will be using C - CF - F - FG - G player system. Position votes will not be allowed
Waiver Wire

Teams may only pick up waived players if they have room under the league salary cap to acquire the waived player’s salary. Teams are restricted from requesting waivers on their own waived players. Once a player reaches the free agent pool he may once again be picked up by the team that last dropped him.
Rules Changes
Rule changes and expansion votes will be voted on during a 14 days period prior to the start of every draft the 2nd Saturday in October. All rules will require 2/3’s approval of all current team owners to pass.
Commissioner
The commissioner can be removed from his position by a simple majority rules vote.
