Starting up a new dynasty league. Looking for 30 serious and dedicated owners. It will be salary based and there will be a rookie draft and separate free agent draft each year. You can keep your players for as long as they are under contract. If a player signs a deal with a new team, they will be entered into the free agent pool and the current owner will not have any rights to keep them. So there should be plenty of turnover season to season and plenty of opportunity for bottom tier teams to improve each year.

but I see a major tanking problem with this league where teams will try to get every pick they can...and hope for Free Agents to sign with new NBA teams during off season

a maximum number of rookies per team would solve that I guess, maybe 6 Rookies max on a 12-team roster
