What can be done with cheaters in this game? I mean, I've just caught one guy who has cheated in at least two leagues, probably more. He has abused his powers in a league where he is a commisioner and traded players between several teams he controlled in the same league. Is there a way to stop him or warn about him for future seasons?

Easy - just don't play in his leagues anymore. I mean why would you want to be a part of league like that regardless?
